Fix roadway infrastructure

Our goal is to ensure a balance between luxury housing and neighborhood dining/retail options while promoting community character and connectivity. Our plan will facilitate improved roadway infrastructure for better circulation and safer pedestrian crossing at the intersection of Schleisman Road and Sumner Avenue as well as tree-lined walkways, expanded bike lanes, and access to nearby trails.

Sumner Place will provide direct funding for curb-to-curb improvements to lighten the traffic congestion and save taxpayers’ dollars. The current configuration of Schleisman Road creates a “bottleneck” condition that disrupts vehicle traffic. Sumner Place will be the catalyst to fund road improvements with new aligned travel lane to improve traffic flow. These improvements will significantly lighten congestion during peak traffic times and create a safer roadway for all residents. Additionally, a new, heavily landscaped median will be as both a safety measure, and to beautify the community.

Orange Street will also be improved as Sumner Place will fund a new right turn lane onto Northbound Sumner. The new turn lane will reduce backups at the intersection and create a safer opportunity for residents to make a right turn onto Sumner Avenue. There will be no access to Sumner Place on Orange Street. A “no parking” zone will also be placed along Sumner Place’s Orange Street boundary.

Overall, Sumner Place as proposed is anticipated to generate 3,593 FEWER vehicle trips per day as compared to a commercial retail use as currently allowed by the city’s General Plan.

Connectivity

Sumner Place is within walking or biking distance to nearby schools, the Jurupa Valley Community Center, Hamner Place and Silverlakes Sports Complex. It is also in close proximity to the future city trail system on Scholar Way and Harrison Avenue and the Civic Center.

With so many nearby destinations, Sumner Place will complete a vital missing connective link by providing a safe pedestrian and bike friendly route, trails and pathways to these and other locations.

Parking

Sumner Place will provide more than the required tenant and commercial parking to ensure no additional stress to the existing issue of the lack of adequate public parking space in the city. Stratham Homes has retained Linscott Law & Greenspan to create a comprehensive parking study to determine the parking needs for Sumner Place. From this study, a Parking Management Plan (PMP) was developed for the community. The PMP has five primarily goals:

Meet or exceed all city minimum requirements for total parking spaces
Provide all resident and guest parking spaces onsite
Provide flexible onsite parking opportunities for mixed commercial and resident parking that respect bothcommercial tenants and guest parking needs
Enact policies that promote parking efficiencies and effective communication between Property Management, The Village commercial tenants and Sumner Place residents
Enact policies of enforcement that are sufficiently flexible to meet current and changing parking demands.

Enhances levels of safety and security

The safety and comfort of residents and visitors is a priority for all Stratham Homes properties. Stratham employs the use of extensive background checks of its residents and security personnel. Consistent with this priority, Sumner Place will provide on-site trained security personnel, security gates and cameras.

Sumner Place will also create a safer path for student travel with the addition of completed sidewalk systems along predominant student pathways and improved intersections to emphasize pedestrian safety.

Funding improvements

Sumner Place will contribute an estimated $3.3 million for adjacent street improvements including undergrounding of powerlines, intersection improvements, and parkway and median landscaping.
